Whole UI is disrtorted/oiled

I tried to reset the nVidia Control Panel settings to default, performance and quality with restarts in between but nothing seems to fix this problem. It worked as expected yesterday and when I first loaded this 8.24 patch I started having this 'destroyed' UI.
