So,apparently riot has resolved the black screen issue (since the red exclamation mark is gone,and the problem is no longer present here http://status.leagueoflegends.com/#eune ),are the problems you stated above solved,if not,then the two are possibly not connected and you might want to file a support ticket,or wait for a rioter to see this post,at which point he or she will most likely explain the situation.
