Can't start lobby or pick in champ select clients running slow

I dont know what happened but my client is going very slow and in champ select wouldnt let me pick a champ so it caused me to dodge, i exited out afterwards being pissed off because now im negative. The client wouldnt let me log in, and now i logged in but cant create a lobby. Help? I would love to get my 10lp back is possible -.-
