[Client?] Couldn't see my champions during my turn to pick in Summoner's Rift Ranked Solo/Duo.

I queued up for a ranked game with my friend and it came time for me to pick a champion to play. I was the second pick but my champion list didn't show up. This has happened to me once, but it was an inconvenience.
