Soraka DC in Game

While playing as Soraka sometimes I cannot move my character or cast spells. My FPS and Ping do not change, and I am able to move the camera only. If I casted a spell while DC-ing it might cast the spell about 10 seconds after I initially casted it (ex Redemption). The DC lasts maybe 3-5 seconds.
