So I was playing Morgana in a bot game and I noticed my abilities weren't activity the additional gold on some occasions. It seemed random and happened with both the Q and W. Sometimes I'd get gold sometimes I wouldn't. This is a bug right?
Did you kill a minion beforehand?
What God was getting at is that the passive is put on a short cooldown when you kill a minion. Either avoid killing minions (typical of a support), or hit the enemy champ/tower and use the charges before killing a minion to put the cooldown on it.
This cooldown is removed once you upgrade to Frost Queen's Claim.
I don't recall hit any minions before, least none more than a Morgana W normally gets. And I had plenty of charges left, normally 3.
