Mouse and Keyboard input issues / People getting banned as well

There are 2 issues I've noticed off hand. The EUI bug where user interface commands are getting delayed more and more as the game progresses. I've played for years on a worse machine with ZERO issue of this caliber. Playing ARAM lately as even that is extremely challenging. From what I was reading this has been happening to other people for a year. I've tried everything I can think of including a reinstall. Nothing works. Machine Specs as follows: Windows 10 Pro 64bit Amd 6-core FX-6400 8GB ram ddr3 GeForce GTX 750 Ti

The other issue I've taken note of is that especially when I'm lagging badly sometimes an enemy will get hit by a tower and take zero damage. Or so it seems to me that is what's happening. It's possible that something is becoming out of sync and I'm not seeing what is actually going on.
