Item Sets are not appearing in the shop [GAMEPLAY]

I checked every single setting both in game and out. I can create item sets, but when I go to the shop in game the only option is what is recommended. I used to be able to click an arrow next to the word "Recommended" and a drop down menu would appear with a list of all the item sets that I can choose from. I have a Talon item set, set to Summoners Rift and only for Talon. But when I play Talon I can't select the item set. This is happening to all my item sets.
