Cannot watch Korean replays.

I am banging my head into the table right now desperately trying to get op.gg or fow.kr to work. replays on op.gg are scarce from the korean server, but even the ones I can find, they don't work! I tried uninstalling and reinstalling league... following all the instructions here https://www.op.gg/help/observer/ .... and here https://mohammadg.com/programming/how-to-fix-your-league-of-legends-registry-paths-op-gg-fix/ .... AND I can't create an account on the korean server or transfer because of whatever laws exist. Can someone please shine some light or share a method that is working for them to watch high elo replays from korea in 2019 please please please.

Oh , one idea I came up with is to buy a vpn to south korea and create an account anyways and log in. Is that illegal and/or against the rules?
