Trouble with loot earning

Hey guys, I was banned from LoL in game chat a few months ago as well as a small queue ban for AFK. Recently I have reformed my behavior with at least 3 weeks of ban-free/report-free game play. With the addition of the hextech crafting I learned after my first game that I am no longer able to earn loot because of a previous ban. This is especially troubling since my score (S-) just earned a chest for every member of the team... except me I guess. My question/problem is how can you punish someone from enjoying a new addition to the game because of a past action that the individual has already suffered consequences for, especially since the individual would have been unaware of this punishment since the new addition had not been implemented yet, thus the rules un-stated.... Also... when WILL I be able to acquire loot in this un-just little system? Thank you!
