Repetitive Game Crash + Incurred Game Queue Penalties

I am wondering if anyone else has the problem where while loading into a game, it continuously crashes at 100%. Currently, I am forced to either keep trying to load in and keep experiencing "the game has crashed, please try and reconnect". This makes my computer disabled for an indefinite amount of time and I have found no way to leave the game or attempt to join another one without incurring seemingly excessive game queue penalties. I now have to wait almost 15 minutes before each game simply because I am experiencing a problem of which the source I cannot determine.

That being said, I really do thoroughly enjoy this game, and have spent a little bit of cash to get a few of the characters I like. I am going to keep playing the game but would really appreciate if there was a way for me to not experience this. I understand League of Legends is a game built with the player in mind, so unsportsmanlike conduct is considered punishable to prevent it from happening to players and therefore decreasing the volume of overall bad experiences. I think there should be a way to determine the difference between a player who loads into the game and then willingly goes through the process of leaving with the menu, and the player who doesn't load in at all; obviously not landing penalties on the one who isn't quitting games and leaving teams less advantageous.
