When i use smite on blue or red buff golem i cannot heal myself...any idea of what is going on?

Well first off the only jungle camp that gives health when smitten is red buff. Although if you're referring to the spell-vamp heal then I can say that in the patch notes they took smite off the list of damage that applies spell-vamp. Hope this helps!
