Gifting the new Pajama Guardian skins to a friend forces you to pay full price

The Pajama Guardian skins were released today and I wanted to gift my friend the skin since they are having troubles buying RP at the moment, they already own star guardian ezreal and star guardian lux so I assumed I would only have to gift them the discounted price for the Pajama Skin so what gives?
