BRAND's Ultimate BROKEN! PLEASE FIX!!!

I have tested multiple times. Around 50% of the time Brands ult does not bounce to minions or other champions even if standing on top of them. This is making his kill potential completely erratic. The ult hits the player targeted by the cast and disintegrates as if there are no minions or other players around.
