queuing for NORMAL DRAFT and getting placed in RANKED games

I have been penalized for my embarrassing behavior and so Ranked games are locked until I WIN a certain number of NORMAL DRAFT games...or so I thought. I almost completed the required number of wins, one win away until I can play ranked, and of course we lost. But after that loss in the end game screen it said I dropped from Brz III to Brz IV. How is that possible if Ranked is locked until I get another win in Normal Draft??? Ever since I was one win away from unlocking Draft, all my games I queue for in Normal Draft turn into Ranked. And it is chopping down my IP. Not like it maters. I was only Bronze III. But still, it is not fair. I know what I have been queuing up for, but my history says otherwise. What is more annoying, is when I do attempt to queue for Ranked. It gives me "This Summoner is an asshole and is banned from Ranked" message. Please return me to Bronze III.
