I wanted to gift my friend Project:Vayne, I don't know why but, the gift wasn't sent to him because of a bug. And so my RP was spent, but the gift wasn't sent. At first i thought ''Maybe it is because he has a 14 day ban and after the ban it will be sent''. Today the ban ended but the gift wasn't sent. Wadayudo?

I'd contact Riot Support and submit a ticket, not much can be done here on the boards.
