It shows the, "Welcome to Preseason," showing the new runes every end screen of a game.
I can't get rid of this popup. It's so annoying.

I did report it a while ago...
nobody cares. ;\
if you haven't solved this yet just turn off the option 'close client during game'. Fixed it for me.
