I never see the skin for a long time in my account, but I see some people can still use it.

I'm not sure I understand the question.
Headmistress Fiora is a legacy skin that's only available for purchase during the Harrowing Event which coincides with Halloween. If you purchase it then, then it'll be available to you from now till the end of League, provided you don't get permabanned.
Did you buy it once before and suddenly it's gone? I'd contact Riot support then and have them take a look at your account. Either there's a legitimate bug happening in your account, or you were up to some devious misdeeds. I'll assume the first though since I don't know you.
Was it gifted to you? If it was and it's gone, there's the potential chance the person who gifted it to you was up to misdeeds with RP as well. Still though, contact Riot Support and have them take a look at it.
