Leave Game Penalty when I just logged in?!!!

There is something wrong with my account and i join queue it just automatically place me into leave game penalty, and wont let me in. and when i quit and join again, the timer resets. does that mean i can't join the queue forever?

if its what i think it is you have to be in que with the timer counting down if you close the timer it resets my mate had this the other day for 3-5 games each time before queing he would have to wait 10mins even if he waited 5mins then closed the que to check the shop and then reque it would be back at 10mins
