Summoners Rift Platform Shield Not Going Down

At the start of the match, there's the shield/wall that prevents players from moving right off the platform immediately. I was playing as bard and was not able to get off of it. I had to disconnect and then wait to reconnect until i could finally move off the platform. The other players in my game informed me that is a new bug that has been occurring recently. As a result I was lv 1 while the team was at lv 6 by the time I could actually play.
