Bugs Happens 1/8 times of starting a game

Upon launching games (mostly League), I get a bug where I cant press letter keys like Q, W, E, R, etc. However, it fixes after one restart but those crucial 2 minutes matter a lot in Ranked Games. If anyone has ever experienced this, if so, how did you resolve it?

P.S. I have swapped several keyboards, have the software installed and updated, League has been reinstalled twice, tried normal/quick cast, and have tried to delete and restore the config file. I believe this has to do with some software I have installed previously I don't know about. My brother also experiences this some times.
