[GAMEPLAY] Ezreal Q not procing Ludin Echo

When using the Q spell on ezreal to my understanding that should give off a ludin echo proc if the item is at 100 stacks. However this does not happen. I have tried both on the normal client as well as the PBE and both times i have built a ludin's echo and then landed q and the ludin effect does not go off. However this effect works for the w, e, and r abilities.

Step to reproduce

1. Buy ludin echo
2. land q

I have had this happen twice now not sure if it is just me or it is not suppose to work.
