Can't pan/scroll around the map in windowed mode

I've searched both reddit and the LoL forums and can't find a solution for this problem (Maybe wrong keywords?(. I've had the problem about a season or two ago and now its' back. I'm able to pan/scroll to the side in Fullscreen mode, but can not do in either Widowed or Borderless. About a season ago, when the bug happened it wouldn't let me do it in Fullscreen either.

I've noticed that when this happens it's usually when I alt+tab, but not necessarily every time. It's fixed itself randomly on either patches or on a hard restart, but it seems the problem has been going for a while with no solution. Any help is appreciated, thanks!
