AFK bug the game doesn't detect like one

Recently -leveling up my second acc- i found teemo with sunfire cape afk on the jungle camps but the game doesn't detect like he is afk. This situation happens a lot of the time in bots game - apparently the people are using this tactic for level up accounts without play the game-
