Quinn's passive (Harrier) doesn't seem to proc while blinded

When playing Teemo vs Quinn i realized that when Quinn is blinded her harrier doesnt proc so it will just be delayed and not countered by a blind... I think that if Teemo blinds Quinn, it would be more balanced if she has to wait to attack to proc her Harrier instead of just right-clicking as much as she can. Im not sure if this is a bug or just a bad balance thing. Is it the same thing with Victors Q proc? Should it be the same with Jax W? Or Alistar E (stun AA)

There seems to be a lot of wierd things that i dont understand why they are like they are with blind and procs. cause if the attack is missing why would the proc still proc? That doesnt make sense.
