Fps Soft Lock

I'm tired of this game soft locking my FPS to 40 when i have it set for uncapped. It will be fine one game then i get into the next one with 40 cap and have to deal with that instead of 250 or more FPS like i'm used to. Makes me actually want to quit league dealing with such an annoyance equivalent to lag.
