borderless windowed mode is off center

As title says, it's off center. If I maximize it with Task Manager, then it gets completely messed up: My cursor and where it's actually pointing are not the same. Also if I move my taskbar to fix it, the same thing happens. I tried using a program called shift-window and the same thing happened. Only fix is to go from borderless, to windowed, then back again which, in all honesty, is a pain seeing how I've been stuck with this for a year now.
