Using random skins I don't own with new champ select

My last couple of games with the new champ select had a weird bug. First game I was playing Ziggs and selected the master arcanist skin. I got in to game and had General Ziggs (which I don't even own). Next game I played Ezreal, made super sure to choose my Pulsefire skin then got into game and had Striker Ezreal (also don't own it). What's going on?! Also, both games I traded in champ select, maybe that is part of what causes the bug?

I'm not sure how to reproduce this bug so I can't exactly aim to find out more, but yeah.

It seems like this is either a huge bug, or maybe just Riot letting people test out skins they dont own. Seeing how the patch has been out for a day and nothing is being dont about it, or talked about by a red (at least not here on the official forums) leaves me to believe the latter. But i have been reading the chat and a lot of people are experiencing this. So hopefully we get what is wrong or even if this is suppose to be a bug, or anything by a Red.
