Taliyah Q lies

Taliyah Q states that it will refund half of its cooldown when used on Worked Ground, the gifs below will show that is not the case.

As you can see, my build and skill points leave the cooldown at 4 seconds even, but both uses of the Q trigger a full cooldown.
