Rumble Silence

  1. When Rumble is silenced sometimes he can use his Electro-Harpoon.
  2. I tested how to use this bug and i think it works only when u have one Electro-Harpoon charge and when another is charging you can use you'r Electro-Harpoon even if you are silenced.

Not a bug, before the charge system, Rumble players could always use 2 harpoons in a row, even if the first one caused the silence. To prevent Rumble mains from being messed up with the new system, you get to shoot a 2nd harpoon if your 1st one caused the silence.

It's just a matter of convenience.

If he overheats using his E while still having a second charge ready to fire he can fire it.
