Game and client very slow

So this is my first time writting in forums, I played league yesterday at an average 100 up to 150 fps at the times like alll the other days before but I had nearly every games or so a spike of ms that went up to 10k (probably my Internet but not the problem here). The problem is that when I wanted to play today I found the launcher to be extremly slow like at 2 or 3 fps, I then tried to do a practice game and I was around 10 fps no matter what settings I was on. I also tried on the PBE where the exact same things happened. Should I try to reinstall league of legends? I also should add that I didn't download any new things and that all the other games on my PC are working just fine.
