Is his red glowstick suppose to glow like that in brush?

In this case, yes. ;_; It's not optimal, but it's currently how some particles will display when in a bush. There are other instance of this happening, however, until the bush tech is refactored, this is something that won't be resolved.
it is an uncovered glowstick afterall
It fits his theme, we all know when ninjas were sneaking in the bushes they carried huge glowing sticks with them to warn their enemies.
