[GAMEPLAY] "The Dark Seal" doesnt give AP for stacks of glory?

i was gaining stacks of glory on brand in summoners rift, and the AP wasnt going up at all. but it works once you upgrade to mejais. it's happened every game, it will display the stacks on the item but the 15(0) stays that way and wont reward the AP bonus.
