Unresponsive Mouse

I've been trying to get back into LoL and I've been noticing that for some reason, when I right click to move or attack it doesn't always work. For example: I try to use an ability and auto attack an enemy who then runs under their turret. I click to move away and my character continues to follow them under the turret even as i frantically click away from it to move out. I get killed and look like an idiot in front of my team. I don't know where else to turn. I know I'm not the only one having this problem because I researched it and found several results on Google. I'm using an onn wired mouse playing on a windows 8.1 laptop. It works perfectly fine outside of leagues but in game it doesn't let me right click often. The results I found on Google weren't helpful at all and I'm wanting to know if this is still a bug that Riot hasn't fixed yet or something that has to do with windows 8.1...
