[Crash]/[Client] I was unable to move during the beginning of the game.

For the first 9 minutes and 30 seconds of the game I was unable to interact with my champion or anything regarding game-play. I could view the game and read the chat of my teammates but I was unable to move, chat, buy items, level abilities, etc. I tried everything from closing client and trying to reconnect, to having to restart my computer. Yet I was unable to fix the issue till the game had gone for those 9 minutes and 30 seconds.

I do not know how to reproduce this issue.

This was the first time happening to me but i have heard it happen to an opponent, who had roughly the same time frame (9 min 30 sec).
