Righteous Glory Cooldown 1 Minute Does Not Get Reduced Through Masteries Like Talisman Of Ascension

When I use both items at the same time, I still have to wait those few additional seconds before using righteous glory before I am able to use both at the same time again. This is how I know that righteous glory isn't getting that cooldown it's supposed to get.

Last I checked, righteous glory was an activated item, and 6 seconds could very well mean a turning point in a game. If I use this item 15 times in game, then that means 90 seconds of this item become unavailable when it should be.
