Can't Buy Champions using IP (Client Bug)

I have been playing League for a while now and this bug has persisted for about a year. I am unsure if anyone else has had this problem. Basically, I will play a few games of League to build up my IP, then I will go to the store to buy a new champ. I click the buy using IP button and it says transaction cannot be completed at this time. I give it a few minutes and it still won't let me buy it. I have to log out each time I get done playing at least two games of League in order to buy a champion. It is very minor but is still very annoying to have to log out and log back in.
