Gragas change or "BUG"

Has anyone notice the following spell change on Gragas? When you use "W - Drunken Rage" all spells are unavailable to use for 1.5 sec. It's impossible to do a combo "W"+"E" , can't even use my ULT if I use " W" right before so everything is delayed ......
