[CLIENT] Scaling Cooldown Glyph

Not sure if it's a bug or on purpose, but the Blue Scaling Cooldown Reduction Glyph is magically gone from the shop. it was there a few days or maybe even weeks ago but now it's not even there at all =( Tried on both clients
