In-Game Bug - Cannot Autoattack/Recall/Use Abilities Etc. Only can i run???

Hello, I have been experiencing this bug where i cannot do anything expect run (cannot aa/recall/use spells) and its like its almost lagging but my ping doesn't change. this just happens randomly throughout a game?

I've seen similar posts where Mac users have had problems, but im using windows :/ (its not from Shift + shift click either)

in order for me to get the game running smooth again, i have to leave and reload up and join, but then it only comes back sooner or later + team doesn't like it when you have to reconnect often causing leaver buster half the time.

If anybody has a solution to this please help me out! Cheers :)
