Fps drops, Screen goes black, Comes back

Just yesterday I started having a new problem, I have already been playing on 25-30 fps in lane and as low as 5-10 in team fights for a while now that it's become normal. Now every single game IN LANE my fps has been dropping to 5-10 randomly for ??? amount of time and then usually coming back in a minute or so ? I don't know just long enough for me to int you know no big deal 30 wasn't frustrating enough. But that's not all 9/10 games but not every one when it starts to drop in lane like that my screen goes black for about 10-30 seconds totally disabling me from playing and tilting me out of this world then comes back and I can play at my usual 25-30 fps for the rest of the game usually. Luckily I almost always catch it and run back to turret and just stand there for a few moments instead of feeding. Is there anything I can do?
