Cleanse does not remove the heal debuff.

According to the tool-tip, cleanse removes all summoner spell debuffs ( http://i.imgur.com/pCNX8Mu.png ), however it does not remove the debuff you get from using heal (you get reduced healing each time you use it after the first within some time).
