20 Champs To Play Anything When I Have Over 100

Hello, so I've come across this bug that disables Draft, Ranked, and Flex saying I do not meet the 20 champion minimum requirement when I have almost all the champions in the game. I've tried restarting my computer, disabling firewall, restarting the client, reinstalling the client and still nothing works. I signed into other computer's LoL clients and it works but my personal client will not. It won't even allow me to use other accounts, the entire client is locked as if my IP was banned or something even though I haven't played League for a couple weeks.

(P.S.) My Riot Points and Blue Essence is locked at 0 aswell. My rune pages have all disappeared too.
