[GAMEPLAY] Jarvan attack animation + passive missing

Just played an ARAM and noticed that J4 doesnt have an attack animation... you just stand there and glare into people's eyes and they receive damage (pretty funny actually :3). This doesnt sound bad at all, but then i soon realize that i deal fixed damage to minions on the 1st and 2nd hit... which means J4's passive also doesnt work.

I checked my replay file and it seems that J4's passive doesnt proc on minions or champions with auto attacks or Q's. It happens on every auto attack + every Q.

Note: He does have an attack animation for attacking structures, just not units, and although he may not have an attack animation he still makes his battle cry + hit sounds.

I'm not sure if this is ARAM exclusive, I don't play Jarvan ever.
