[client] - champion select screen - spam blocker overly sensitive

I am frequently blocked from chat in champion select before I am able to send a single message. I won't type or click anything, yet I will be blocked from chatting for 10 seconds. Why? This prevents me from being able to voice the role I want to select and it is very frustrating.
