[GAMEPLAY] - Heimerdinger's basic turrets don't apply Liandry's Torment's burn effect

On Heimerdinger, when buying Liandry's Torment, regular turrets spawned with Q do not apply the burn effect. I started noticing it after buying Rylai's to increase the damage (so I'm not sure if the bug existed only with Liandry's) that the burn simply did not appear. Other spells do work (including the upgraded giant tower) but the bug occurs 100% of the time with basic Q turrets. To reproduce, play Heimerdinger and buy Liandry's Torment. If it works that way, buy Rylai's as well.
