Unable to purchase prestige Kai'sa on 11/19/2018

Here is my issue, I saw that yesterday was the last day to purchase worlds tokens, I didnt have enough to unlock the prestige kai sa skin. I really love the skin so I spent over $100.00 on RP in order to purchase more Worlds Tokens to unlock the skin (a little ridiculous to spend so much, but hey, what can I say). I was able to purchase the RP no problem. To my dismay, after buying some worlds tokens, the system locked me out of purchasing any more. Why can I spend over $100.00 on RP, and not be able to purchase what I want? All I needed was to purchase a bundle that contained the remaining 500 worlds tokens and I could have unlocked the skin. Now I am stuck with 2156 worlds tokens and a bunch of RP points and I am unable to unlock the skin because the worlds tokens are gone from the store. I spent a lot of money in order to unlock the skin and it is very disheartening that the system would let me spend all my money on RP, but then lock me out of buying the remaining worlds tokens, even though they were still available in the store.

The good people at Riot were able to partially refund my purchase, but couldnt refund the full amount because I spent some of it on the world token bundles.

Its not necessarily a bug, but perhaps an oversight that allows you to purchase the RP, but not buy what you want from the store. I'm sure there are other people out there that ran into the same issue. Thoughts, opinions?
