My account is glitched? Can anyone help?

I just logged into my account and when I get on its says i have 0 BE and 0 RP not only that I press play and it says I can't play draft and ranked because I don't own 20 champs which doesn't make sense because I'm silver4 and my account is level 107 and I own way more champs than 20. I can't load my match history or any of my friends match histories either. My rune pages are also all gone and my client won't load any of my skins under the collection tab. I've tried repairing and relogging, none of it works. Can anyone please help me? ty
