fizz E bug

Idk if this is the right place to post this, but i was playing fizz top, and half way through the game, my E became like faded out like a passive and said i couldnt cast that right now everytime i clicked it, even tho it was off cooldown, and had the circle running around it like a passive, eventually i killed a minion and it lit back up. Oh that ability is his trollpole.
