Ranger's Trailblazer passive

I thought this would've been earlier, so I haven't made a thread on it until now, because it just cost me a few deaths. When Trailblazer is used on a minion (any minion) the portion of the passive that regens 15% of health and mana doesn't proc. None of the enchantments fix this. I've tested it on every single jungle minion except for the scuttler, dragon, and baron, and the passive procs off all of them, so it isn't the passive not working in general, but only when used on minions.

Direct quote from tooltip: "If cast on a monster, you will also restore 15% of your missing health and mana." Keyword monster, sorry man.

I don't have the time right now to go back in the game, but I'm pretty sure the tooltip saying monsters only shows up in shop but now when you hover over when you've actually bought it. If I'm wrong, though, I apologize, but in that case it would be a good buff to trailblazer to make people actually buy it seeing as how no one but me does. I'd also like to point out that it makes no sense for one part of it to work on minions (AOE) but for another part not to.

Dude it would be insanely overpowered on laners if it could be used on minions
